Muskoka Braces for Another Year of Flooding Although the Muskoka Lakes Association (MLA) has been actively requesting the Ministry of Natural Resources and Forestry (MNRF) to anticipate and mitigate flooding by lowering the lake levels earlier and to a greater extent than in the past - nothing has changed. Cottage owners are required to have a lease agreement with the Government for having their boathouse over Crown Land. There is a fee that is billed yearly which varies for each property owner.
